Seoul, Korea - The Ministry of Future Creation and Science has decided to recheck the possibility of shifting KT 900㎒ frequency band. As the inspection initially scheduled to be completed within this month has been decided to be delayed, KT’s plan for commercializing its long-term evolution advanced (LTE-A) service within this year has become uncertain.
The Ministry announced on July 23 that it decided to make a more precise verification of a possible frequency interference that would be caused by the move of KT 900㎒ band. To this end, the Ministry is planning to conduct intensified field tests with Electronics and Telecommunications Research Institute (ETRI) and a number of professors.
The Ministry’s initial plan was to move the band in order to address the issue of KT 900㎒ frequency interference by the middle of July at the latest. But they’ve decided to have an additional inspection to check the possible interference issue more accurately.
LG U+ has pointed out that the shift of KT’s frequency band would interfere with its own LTE frequency, which is believed to be another factor of causing the Ministry to make a thorough investigation.
LG U+ is known to have suggested the Ministry to strengthen the current interference norm set at -30㏈m as agreed by three local telecommunications service providers back in 2011, meaning that the company disagrees with the frequency band shift.
LG U+ has so far questioned that the shift of KT 900㎒ would create another interference issue as the shift would cause KT’s frequency to become even closer to its LTE frequency band of 884~894㎒.
Meanwhile, the Ministry is believed not to accept the suggestion made by LG U+ to beef up the norm, but is expected to plan to recheck how severe the interference issue would be and whether the service would have no problem. The final decision will be made by the minister of Future Creation and Science.
미래부, KT 900㎒ 이동결정 미뤄…KT 연내 정상적 LTE-A 서비스 불가능
미래창조과학부가 KT 900㎒ 주파수 대역을 이동하는 방안을 재검증하기로 했다. 당초 이달 결정을 목표로 추진하던 검증작업이 지연되면서 연내 KT의 롱텀에벌루션 어드밴스트(LTE-A) 서비스 상용화도 불투명해졌다.
미래부는 23일 KT 900㎒ 대역 이동에 따른 간섭 현상을 더욱 정밀하게 검증하기로 결정했다고 밝혔다. 그간 실험실 위주로 진행한 간섭 증명을 개별 필드테스트로 확장하는 등 고강도 재검증에 들어간다. 한국전자통신원(ETRI)과 각계 교수 등 전문가들이 참여한다.
미래부는 당초 늦어도 7월 중순까지 KT 900㎒ 주파수 간섭 해결책으로 대역 이동 결정을 내릴 계획이었다. 추가 검증을 실시하기로 한 것은 대역이동에 따른 간섭문제를 보다 정밀하게 파악하기 위해서다.
LG유플러스가 KT의 주파수 대역 이동 시 LG유플러스 LTE 주파수에 간섭현상이 빚어질 수 있다며 거부감을 나타낸 것도 재검증 요인으로 꼽힌다. LG유플러스는 최근 미래부가 900㎒ 관련 세부업무를 조정하는 과정에서 혼·간섭 기준 관련 주장을 다시 전달했다.
LG유플러스는 통신 3사가 2011년 -30㏈m(전력측정단위)으로 합의한 간섭기준을 강화해 달라는 의사를 밝힌 것으로 알려졌다. 사실상 현재 조건으로는 대역 이동에 동의할 수 없다는 것이다.
LG유플러스는 그동안 대역이동으로 KT 900㎒와 자사 LTE 대역인 884~894㎒가 가까워져 새로운 간섭현상이 일어날 수 있다는 문제를 제기해왔다.
LG유플러스 관계자는 “KT는 보조 주파수지만 우리는 LTE 메인 주파수”라며 “수요가 얼마 없을 것으로 예상되는 무선전화기(CP) 간섭을 피하기 위해 1000만명 가입자가 있는 주파수에 영향을 주는 정책을 쉽게 결정하면 안 된다”고 말했다.
미래부는 원칙적으로 기술기준 강화는 받아들일 수 없다는 시각이지만 실제로 간섭현상이 얼마나 일어나는지 또 서비스에 문제는 없는지 다시 확인할 방침이다. 대역이동 최종 결정권은 미래부 장관에게 있다.
KT는 연내 경쟁사 수준의 LTE-A 서비스가 사실상 불가능해졌다. 대역이동 최종결정이 내려져도 행정절차에 4개월 가까운 시간이 걸리기 때문이다.
김희수 KT경제경영연구소 부소장은 “구형 RFID는 발품을 팔아 제거하면 어느 정도 해결이 가능하지만 무선전화기 간섭은 현재 규모조차 알지 못해 대역이동을 제외하고 해결방법이 없다”며 “(결장이 미뤄지면) 연내 경쟁사 수준의 LTE-A는 어렵고 일부 해결 가능한 지역에서 국소적으로 실시할 수밖에 없을 것”이라고 말했다.
KT는 그동안 LTE 보조 주파수인 900㎒ 이용에 어려움을 겪어왔다. 구형 전자태그(RFID), 무선전화기가 인접·동일 대역을 쓰기 때문이다. 900㎒를 쓰지 못하면 주파수집성기술(CA)이 불가능해 LTE-A 서비스가 어렵다.
미래부는 무선전화기 간섭을 피하기 위해 기존 KT가 할당받은 905~915㎒ 대역을 904~914㎒로 1㎒ 이동시키는 것을 검토해왔다.
