SEOUL, KOREA- The opening of the 2nd Global e-Government Forum is right around the corner. Under the guidance of the Ministry of Security and Public Administration, the forum will be grandly held for 2 days on October 22nd and 23rd.

Korea has been chosen as the global best for the past two years by the UN e-Government Assessment, and as the prominent leader in e-Government. The 2nd Global e-Government Forum will be a chance to show Korea’s brand power in the e-Government field and with this the international market advance of domestic IT companies will happen much more easily.

The first Global e-Government Forum was successively held last October 18~19 with 64 countries and 1059 participants. The forum achieved the remarkable feat of 350 million dollars in actual exports. The forum was first held to create an opportunity where Korea could share their successful e-Government build-up experience with the ministers, undersecretaries, and policy decision makers of other nations, international organizations, academic circles, industrial circles, and the press.

Using this momentum Shim Deok-Seob, Director General e-Government Bureau, has a target of of exports is 400 million dollars. “In the end, if it is not linked to exports, there is no use in coming in as 1st place” he said, stressing the meaning and influence of the e-Government Forum as global marketing chance for increasing exports.

Maximizing synergy by liaised hosting with international symposium ICEGOV

If last year’s first forum stopped with the comprehensive introduction of the situation of e-Government for each country, this year the forum will focus on ‘Government 3.0’ and mainly discuss open-data strategy, personalized services, citizen participation, and cooperation cases etc.

Furthermore the forum is hosted with the international symposium ICEGOV¹, which is supervised by the UN University, maximizing synergy with not only governments and international organizations, but also academic circles.

The High-Level Roundtable, which decorates the grand finale of the forum, will discuss in detail the duties and plans of each country regarding ‘Seoul Communique’ of the first forum, and under the lead of Korea search and share the ways the whole world can realize the core values of Government 3.0 through e-government.

Director Shim said that 2 consecutive holdings of the Global e-Government Forum represented Korea’s prominence in e-Government, but if it continues to only be held in Korea, the possibility of developing the forum into an ‘International Event’ may decrease. With that in mind, the coming 3rd forum, it will be held in rotation within the countries hoping for inducement.

 

e-Government System, Leader of spreading the ‘Administrative Korean Wave’

Exporting e-Government is a very delicate issue because unlike usual products, security, stability, and funding using EDCF must be considered, so it goes beyond just selling a system to a foreign government, and the transaction requires nation to nation exchange, cooperation, and trust.

As to demand for advanced e-Government systems increase in the international society, Korea’s 2 consecutive titles for being the international first place in the e-Government assessment will be a sure check to export increase.

Korea is internationally recognized as a country leading the global e-Government market, and as of August 2013, continued cooperation by signing MOU with 24 countries, created businesses with developing countries by building and operating e-Government cooperation centers and cooperation committees, establishing a master plan for e-Governance, and consulting.

Especially with the sophisticated technology of Korean companies such as Samsung SDS, SK C&C, LG CNS contributed to the export increase of e-Government, and main export products consist of e-procurement, universal pass, patents, integrated computing and information centers, mail distribution, e-tax administration, finance information, disaster management, immigration control, and SOS Public Relief Services.

Not only is the Korean wave blowing in cultural contents such as soap operas, K-POP, and movies but also is stirring a great wind in the administrative field with e-Government.

Director Shim, when undertaking ‘Head of envoy of ICT industry in Central and South America” last August, visited the Dominican Republic, Panama, and Peru along with the Ministry of Foreign Affairs, Ministry of Land, Infrastructure and Transport, and the Public Procurement Service, experienced firsthand the desire to obtain Korea’s e-Government experience, and after the visit of envoy, the Dominican Republic is actively considering Korea’s standard framework as the standard of their own country.

Even this year 169 people form 21 countries visited the Ministry of Security and Public Administration to learn from the e-Government build-up experience, and the number of visiting foreign² public officials to learn more about Korea’s e-Government service is expected to increase.

The spread of this ‘Administrative Korean Wave’ is receiving attention not only because increasing exports of Korea’s e-Government systems but also the advancement of domestic e-Government specialists. Last March Kim Nam-Suk, former undersecretary Ministry of Security and Public Administration, was elected vice chairman of the telecommunication committee in Uzbekistan, and is supporting the development of Uzbekistan’s e-Government. He is known as the first case of ‘Administrative Korean Wave’ where a Korean government official went to work in a foreign government and increased the national status of Korea.

Director Shim also hinted that they will also expand the export base so that not only officials and major companies could advance but also minor companies will have a chance to expand overseas.

 

Open Data, the core to realizing Government 3.0 and Creative Economy.

When smartphones became widespread in 2011, director Shim announced the 'Smart e-Government forwarding plan’, and taking the e-government system shifting from PC oriented to mobile oriented for example, emphasized on the fact that Korea’s e-Government system had quickly and flexibly switched with the IT trend.

Since the inauguration of the Park administration, He has been suggesting ‘Government 3.0’ as the new government operation paradigm. The concept fuses individuals and corporate’s ideas and imaginations with science technology and IT leading to new markets and job creation.

Director Shim laid down a blueprint that would effectively realize the core values of ‘Government 3.0’. The plans include: Completely opening public data, switching the government paradigm where anybody can easily use and apply the data; Create a clean government operation through citizen participation during the policy decision process by allowing and expanding online policy participation services; Actively introduce and apply cloud computing and big data technology to share knowledge and information between government bodies and create an environment capable for scientific administration; Connect and integrate e-Government systems to support cooperation between government departments; Upgrade e-Government systems in order to provide personalized services to each individual citizen; Apply cutting edge technologies such as mobile, spatial data, and u-IT to find and provide new intelligent administrative services.

Director Shim stressed that Creative Economy could only be realized when the vast 42 thousand public DB which was created and accumulated through the e-Government became open to and be creatively used by the public. He emphasized that in the past the system was made due to government needs, but now the government should strive to be a ‘platform government’ where the government provides the place where the people could play their hearts out on already constructed infrastructure.

Director Shim showed his strong aspirations by saying that the ‘open data’ trend is already a big issue in USA, EU, and OECD along with other advanced countries and international organizations, and he and the Ministry of Security and Public Administration will try their best to develop a new e-Government system adjusted to the new ‘Object Communication Era’ IT environment.
