SEOUL, KOREA - He has worked as a professor for the Department of Information Security Engineering at Soonchunhyang University, Korea since 1990. He is currently the Chairman of the Korea Mirror Group of the ITU-T Study Group 17 for the Ministry of Science, ICT, and Future Planning (MSIP) and a Chairman of the Korea Information Security Standardization Forum (KIISF) established in June of 2012.

He was the Chairman of the Korea Institute of Information Security and Cryptology (KIISC) in 2011. He had worked as a Project Manager of Information Security for the former Ministry of Information and Communication (MIC) and the Institute for Information Technology Advancement (IITA) from October 2006 to February 2009.

He was also involved in various activities, in the policy advisor role, for many government-related committees related to Information Security including the Korea Communications Commission, the Ministry of Science, ICT, and Future Planning (MSIP), the Ministry of Security and Public Administration, and the National Information Service of Korea.

Global standardization activities

He has been a Vice Chairman for ITU-T Study Group 17 since 2009 and a Chairman of Working Party 3 (Identity Management and Cloud Computing Security) of ITU-T Study Group 17 for this Study Period (2013-2016). He was a chairman of Working Party 2 (Application Security) from 2009 to 2012. Due to his strong leadership and technical contribution, ITU-T SG 17 WP 2 has successfully produced excellent X-series of security Recommendations in past study period (2009-2012).

He started ITU-T standardization activities with an associate Rapporteurs of the Question 10/17 since 2003 and a Rapporteur of the Question 9/17(Secure communication services) from 2005 to 2008.

He has been also one of liaison representatives to SG17 for ISO/IEC JTC1/SC27 since 2010 as well as a Chairman of the Working Group of information security for the CJK ICT standards meeting since April 2012.

Otop of all those above, Professor Youm Heung Youl has developed a number of approved ITU-T Recommendations as a Project Editor or Co-editors. He is currently the Project Editor for many ITU-T draft recommendations under development, such as X.gpim (Guideline for management of personally identifiable information for telecommunication organizations), X.1208 (A cybersecurity indicator of risk to enhance confidence and security in the use of telecommunication/information and communication technology), X.eipwa (Guidelines on techniques for preventing web-based attacks), X.1210 (Overview of source-based security troubleshooting mechanisms for Internet protocol-based networks), and X.sap-8 (Efficient multifactor authentication mechanisms using mobile devices).

Publication of professional books and academic papers

Mr. Youm has published around 10 professional books as an author or co-authors in the area of cyber security as well as more than hundred journal or conference paperin the area of cyber security and has made hundreds of presentations in the same field.

He has organized a number of international workshops and conferences acting as a general chair or co-chair in the area of cyber security and published a number of columns submitted to or been released by Korean media outlets in the area of cyber security.
