GeGF 2013, Transparent Government Keen on Communication with the Public

Government 3.0 - the Park Geun-hye Administration’s initiative to allow wider public access to government data to improve the transparency of state affairs - pursues honest, accurate disclosure of public information and all the processes of government affairs to the extent that the public wants, not the government decides on.

In particular, when it comes to issues that are closely related to the lives of the public (e.g. food safety and security) and large-scale, big-budget government projects, the South Korean government plans on voluntary information disclosures even before the public makes a request for disclosures.

Public information, which the government tries to make public in consideration of its great relevance to the lives of the public, includes the results of radiation tests on imported food and a list of food-related establishments that are found to have failed in observing hygienic safety requirements. The results of radiation tests on imported food will be disclosed on a daily basis. Also, in the natural disaster and public safety sector, information on landslide-prone areas will be offered and traffic safety maps will be provided to alert drivers to accident-prone sections.

In addition, information on how much the parents of Preschoolers actually pay to preschool nationwide will be disclosed. Comparative information on expenditures on uninsured medical service items will be disclosed to enhance public welfare and convenience. In particular, a list of business owners who have repeatedly delayed paying wages to employees will be made public to make the nation more transparent. Furthermore, information that affects regional consumer prices, such as the production costs of public utilities, information on large-scale public works related to roads and rivers, and the details of public works contracts will also be disclosed.

Public Data Openness for Job Creation

In pursuit of Government 3.0, the S. Korean government has drawn up a 5-year roadmap to open public data in stages. Under the 5-year roadmap, the government will give priority to openness of public data with high demand for openness and significant economic impact. Data governance systems will be set up to allow the public to easily take advantage of public data available on Data Portal (www.data.go.kr), a website designed to provide the people with public information. And the Committee on Public Data Strategy will be newly established to enhance the credibility and quality of public data made open to the public.

Examples of Private Use of Public Data

- Kimgisa (a free smartphone navigation app): a variety of contents is provided, such as location information on restaurants boasting great customer reviews and medical clinics and phone numbers of designated driver service providers. Kimgisa has four million in the number of cumulative subscribers and 35 million pieces of information are offered on an average monthly basis.

- Today’s Commuting (a free smartphone app for commuters): this app offers commuters information on bus schedules in Seoul and Gyeonggi-do and weather information in real time.

Policies that communicate with the people

As part of the S. Korean government’s endeavor to better communicate with the public, the government has been running civil proposal service on the people’s online portal (www.epeople.go.kr). By doing so, the government tries to listen carefully to the people’s voice in hammering out policies and to address public inconveniences through cooperative communication between government and the public.

A online “policy discussion” on major national projects will be conducted to reflect the voices of the people in policy making processes. And when it comes to the tough task involved in various stakeholders, “Idea Forum,” a website dedicated to public-private cooperation, will be built for online cooperative brainstorming. By doing so, the government will work towards the expansion of people’s direct participation and the realization of Internet democracy.
