Gov 3.0 Offers the Public Services Tailored to People Needs

In order to provide each individual a bundle of relevant, customized services, Government 3.0 puts similar government-wide administrative services into groups in consideration of life cycle stage.

In addition, the scope of services offered on Minwon 24 (www.minwon.go.kr), a website that allows citizens to file an online civil petition, will be upgraded to provide individuals with a wide range of information through a single window.

Starting a business through collaboration and stepped-up support for corporate activities

Under Government 3.0, the set-up of an integrated management system for small and medium-sized businesses (SMEs), which systemically manages information on SME management and past business records held by central government agencies and municipalities, will help furnish SMEs with customized services that factor in each stage of corporate life cycles and company types. And the installation of a window, solely dedicated to civil petitions for permissions and authorization in municipalities, will pave the way for one-stop processing of civil petitions related to businesses.

Provision of easy-to-use services to the underprivileged

Under Government 3.0, post offices and municipalities nationwide will join forces to have postmen check out the living conditions of the underprivileged, such as elderly people living alone or low-income families, so as to address the blind spots of social safety nets. For instance, a postman informs his or her municipality of the types of civil service documents that some disadvantaged people need. And then the municipality issues the civil service documents and the postmen offer them door-to-door postal services for free. By revamping local community service centers into welfare hubs, Government 3.0 plans to offer comprehensive welfare information and door-to-door services to community members in need. On top of that, the information access environment will be improved to help the disabled and the elderly access services in an easier, more convenient manner through ICT auxiliary equipment and sign language video counseling.

Leveraging new information technology (IT) for the provision of new services

Capitalizing on the latest IT (e.g. electronic tags and GPS information), Government 3.0 plans to provide brand-new administrative services in the sectors of disasters, emergencies, the environment, safety and public security. And Government 3.0 makes sure that the public lead their lives in a safe and convenient manner with the help of mobile device-based administrative services that are highly related to daily life. In particular, the idea of equipping elderly and low-income people, who cannot afford smartphones, with mobile devices specifically geared towards offering administrative services, is also being considered under Government 3.0.
