Q: Please state the significance of Ghana's 50th Independence Anniversary.

A: The Golden Jubilee or fifty years is an enviable age and Ghanaians must be proud of it and celebrate this occasion in a grand style.

The Anniversary has become one of the most recognized historic landmarks in many societies and cultures across the country. It is very evident that looking at Ghana's past and its present attempts at recovery, the Golden Jubilee offers a great opportunity to reflect on our national vision and objectives at independence.

This occasion would help clarify parts of the vision that are blurred, discard objectives that are no longer valid and together in unity co-operate to achieve goals that have been set for the next half century which is to accelerate our nation into the ranks of the advanced countries.

Q: What's your opinion regarding mutual cooperation possibilities between the IT sectors in our two countries which could be explored in the coming years

A: Ghana is profoundly impressed by the Republic of Korea's rapid development and by their exceptional development in ICT. It is therefore necessary to ensure that much is derived from the Korean experience.

Currently there is a two-year program in the form of mutual cooperation between Korea and Ghana to develop an e-Consul and e-Administration System in Ghana.

Q: How is the state of IC collaboration between the two countries right now

A: The project is still at its early stage of preparation and will commence when the two parties complete all documentation.

Q: Please touch upon Ghana Government's IT nurturing policy.

A: In pursuit of the government's plan to expand ICT, many projects have been undertaken.

There have been massive expansion programs for Ghana Telecom to enable it acquire more switches including wiring of second cycle schools and colleges in Ghana to facilitate the deployment of ICT facilities.

The Kofi Annan ICT Centre of Excellence which is a joint Ghana - India project has been established to produce the human capacity needed for the emerging ICT Industry in Ghana.

Another project commissioned in Ghana is the Multi Media Centre which serves as an incubator where new private companies are nurtured.

Through the support of World Bank and UN, Ghana has established an ICT Park at the Free Zone enclave in Tema to support industrial growth.

Q: In terms of IT, please talk about IT investment possibilities in Ghana.

A: In Ghana, internet services and mobile phone providing facilities are possible areas for investment. ICT institutional building capacities are another major area of concern.

Opportunities exist in the establishment of centers of excellence for production of electrical and electronic products, manufacture and assembly of computer equipment, electronic commerce, information network operation, medical transcription, legal databases, logistics management, insurance claim processing and back office operations.

Q: Please touch upon the achievements of H.E. President John Agyekum Kufuor.

A: The President H.E. John Agyekum Kufuor is a graduate from Oxford University and a lawyer by profession.

He is married with five children. The essential point to remember is that he has a strong background in public service and diverse interest ranging from politics to sports. Undoubtedly, President Kufuor comes into the arena with relevant and unmatched credentials. He has won elections for two consecutive terms from 2000 to date.

His public service spans over thirty years. In 1967, he was appointed Chief Legal Officer and Town Clerk of Kumasi, the second largest City of Ghana.

He wasa member of the 1968-69 and the 1979 Constituent Assemblies that drafted the Constitutions of the Second and Third Republics respectively. In addition he was a Founding Member of the Progress Party (PP) in 1969, the Popular Front Party (PFP) in 1979 and is a Founding Member of the New Patriotic Party (NPP).

He has twice been elected as Member of Parliament, during the Second and Third Republics. He has also been in political detention on two occasions as a result of military coups that overthrew the second and third Republics.

He has been a Deputy Minister of Foreign Affairs and in this capacity he represented Ghana on several occasions. From 1969 to December, 1971, he led Ghana's Delegation to the United Nations General Assembly in New York, the Organisation of African Unity (OAU) Ministerial Meetings in Addis Ababa, and the Summit Conference of the Non-Aligned Movement in Lusaka, Zambia.

In 1970, he led the Ghanaian Delegation to Moscow in the Former Soviet Union, Prague (former Czechoslovakia), a Belgrade (Yugoslavia) to discuss Ghana's indebtedness to these countries.

As the Spokesman on Foreign Affairs and Deputy Opposition Leader of the Popular Front Party (PFP) Parliamentary Group during the Third Republic, he was invited to accompany President Limann to the Organisation of African Unity (OAU) Summit Conference in Freetown, Sierra Leone.

He was also a member of the Parliamentary Delegation that visited the United States of America (USA) in 1981 to talk to the International Monetary Fund (IMF) and the World Bank on Ghana's economic problems.

On April 20th 1996, Mr. J.A. Kufuor was nominated by 1034 out of 2000 delegates of the New Patriotic Party (NPP) drawn from all the 200 Constituencies of the Country to run for the President of Ghana on December 10, 1996.

After campaigning for less than nine months, Mr. Kufuor polled almost 40% of the popular votes. On October 23, 1998, he was re-nominated by the New Patriotic Party not only to run again for President but to officially assume the position of Leader of the Party.

The election is scheduled to be held at the end of 2000.
