The paramount task for harmonic development of each state is to secure reliable international, long-distance and local telecommunication channels. Since Uzbekistan became independent in 1991 the priority goals in development of communications systems have been defined as radical improvement and development of telecommunication networks according to requirements of independent state.

Rapid development of the ICT sector in Uzbekistan is provided in compliance with state programs. A great role belongs to the May 30, 2002 Resolution of the President of the Republic of Uzbekistan "On measures of further development of computerization and introduction the information and communication technologies." This document and other laws and resolutions cover definite goals and tasks on rapid development of the sector. The main tasks are: improvement of telecommunication infrastructure, development of national Internet and data transmission segment, organization of software production, improvement of information resources, training of personnel and continual raise of specialist qualifications, creation of competitive conditions in ICT sphere.

Joint Stock Company Uzbektelecom, being the largest national telecommunication operator of Uzbekistan, radically modernized its telecommunication networks, introduced new services and radically changed its approach to drawing up strategic plans focusing on new data services, Internet and IP-Telephony.

Uzbektelecomcoversalmost the entirety of the territory of Uzbekistan with its network. The local telecommunication network includes over 2 thousand ATSs with capacity of 1.9 million telephone numbers and 73.8% of them are digital. Digitalization of the local telecommunication network enabled an increase of the quality of network operation, providing subscribers with new kinds of services and allowed to organize high speed switching access to the Internet for a wide group of users.

The Company has a modern ramified transport telecommunication network. A full 96.7% of channels are based on digital systems. Extension of fiber-optical lines on local telephone networks is as long as 1245.5 kilometers. The length of international, long-distance and intra-zonal channels makes over 41,600 thousand kilometers of channels including: 3000,000 kilometers of international channels, about 25,800,000 kilometers of long-distance channels and 12,900,000 kilometers of intra-zonal channels.

To secure a quality for new kinds of services and expand a range of such services a gradual movement to high speed systems STM-1/4/16/64 and DWDM is being implemented. In particular, a project on construction of transport ring on the Tashkent city telecommunication network based on DWDM technology by Huawei Technologies Co., Ltd will be completed soon and a work on realization of Trans-Asia-Europe fiber-optical line at Tashkent-Bukhara segment by Siemens AG has started. Reconstruction and modernization of the telecommunication network of the Republic of Uzbekistan in 1992-2006 made it possible to organize highly reliable and stable transport network based on SDH technology with high carrying capacity and provide further development not only with the traditional services but also new modern services and in addition to develop infrastructure to offer data, mobile services and Internet.

Existence of powerful transport network based on fiber-optics and RRL makes it possible to extend Internet services to practically all regional centers of the Republic.

Company provides access to the Global Internet to all providers of Uzbekistan via its International Packet Switched Center. By the end of 2006 the total capacity of external internet channels organized through different international operators exceeded 199 Mbps, that is a growth of 87 Mbps (1.8 times) and by the middle of 2007 the capacity was 233 Mbps.

The International Packet Switched Center was supplied with modern facilities in 2007 and that will secure high quality and high speed access to the Internet, to transfer big volumes of traffic by all providers subscribed to the International Packet Switched Center.

International internet channels were loaded by providers of Uzbekistan two times more in 2006 and amounted to 156.5 Mbps.

Access to Internet and data networks of JSC Uzbektelecom is carried out by subsidiaries of the Company based on xDSL, Dial-Up and RadioEthernet. Uzbektelecom, through its subsidiary UzNet, commenced realization of a pilot project Wi-MAX in 2006 in IEEE 802.16-2004 standard. Modern wireless broadband access technologies provide access to data networks with 10 Mbps to the distance of 50 kilometers when there is a direct visibility.

Data services provided by Uzbektelecom include: access to the Internet, e-mail, VPN, videoconferencing, design and construction of corporate networks. Company subsidiaries UzNet, TashTTS and TShTT offer international prepaid telephone services via International Voice Gateway IP and in addition subsidiaries UzNet and TShTT deliver access to the Internet.

Uzbektelecom sets up relations with international communication organizations, participates in international telecommunication projects, develops bilateral cooperation with foreign operators and companies-suppliers of telecommunication equipment. Uzbektelecom actively cooperates with the International Telecommunication Union (ITU), Regional Commonwealth in the field of Communications (RCC), International Telecommunication Satellite Organization Intelsat and is a member of the Management Committee of Trans-Asia-Europe fiber-optical line (TAE MC).

Uzbektelecom provides international telephone services through its two international switching centers, develops partnership relations with more than 20 international operators in traditional telephony sector.

According to the program on reconstruction and development of telecommunication network of the Republic of Uzbekistan and in order to provide telecommunication services in remote and difficult to access areas, as well as to organize telephony services for entities in the structure of social sphere the Company is building and developing public wireless network in CDMA-450 standard. Deployment of mobile network in CDMA–450 standard on the territory of Uzbekistan by the subsidiary Uzbektelecom Mobile (UzMobile) enabled to provide modern telecommunication services for population and enterprises in remote regions, at the same time the large industrial enterprises were provided with their own corporate networks using intra-network roaming to solve tasks efficiently.

Currently Uzbektelecom Mobile offers telephone, data services and Internet in the Republic of Karakalpakistan, Khorezm, Bukhara, Navoi, Djizak, Samarkand, Kashkadarya and Surkhandarya provinces. Such networks will be put into operation in Andijan, Namanghan, Ferghana, Sirdarya, Tashkent provinces in 2007 while existing networks in Djizak, Samarkand, Kashkadarya and Surkhandarya provinces are going to be expanded.

Perspective development of UzMobile intends for its expansion through entire of Uzbekistan, delivering international automatic roaming, rapid expansion of additional services such as SMS, SMS-email, SMS-web, VMS, MMS, mobile portal and others.

In order to increase a quality of services and replace analogue exchanges in rural areas with digital ones the subscriber digital concentrators SGM produced by local manufacturer Koinot have been tested on the networks of subsidiaries Bukhara Telecom and Tashkent Telecom. According to results of testing a decision was taken to reconstruct and expand ATS based on switching station SGM for 20 ports in some rural areas.

In accordance with Resolution of the President of the Republic of Uzbekistan of 23 February 2007 No. 572 "On further development and modernization of telecommunication networks" the joint stock company Uzbektelecom in cooperation with China Development Bank and Huawei Technologies Co., Ltd commenced a realization of investment project "Reconstruction and development of telecommunication network of JSC Uzbektelecom." This project in total value of US$21,283,700 and being realized on a leasing base covers:

* "Expansion of CDMA-450 network" which stipulates supply of 70 base stations to Samarkand, Navoi, Djizak, Kashkadarya, Surkhandarya, Andijan, Namanghan and Ferghana regions;

* "Construction of transport network in Kashkadarya and Surkhandarya provinces, in cities of Ferghana and Djizak";

* "Modernization and development of local telecommunication network in Tashkent city implementing NGN and TDM technologies." According to this project an overlaid network based on NGN technology will be constructed on telecommunication networks of Tashkent city;

* "Reconstruction of switching systems in Kashkadarya and Surkhandarya provinces";

* "Expansion of Uzbektelecom's switches" including expansion of capacity on existing digital switches C&C08 by Huawei Technologies Co., Ltd. Total capacity of project amounts to 55640 ports;

Some words on specialists' training in the field of ICT. In 2003 with participation of Communications and Information Agency of Uzbekistan (UzACI) and Tashkent University of Information Technologies the subsidiary Engineer and Technical Center was set up aimed to train specialists of JSC Uzbektelecom. In 2006 the Center was supplied with all necessary equipment and facilities in the amount of about US$5 million.

The Engineer & Technical Center has two lecture – rooms, rooms with switching systems C&C08 and NEAX-61, rooms to place data transmitting equipment DATACOM for mobile services in CDMA and GSM standards, optical transmitting systems and RRL, electrical supply equipment, computer rooms, conference hall with all facilities to organize videoconferencing, distant learning including other structural units. Really operating samples of the above mentioned equipment are installed in the Center and that enables to model various non-standard situations and damages which would arise during the operation. These measures will increase a quality of services and readiness of the specialists to act in real conditions.

Thus joint efforts by Communications and Information Agency of Uzbekistan, the Tashkent University of Information Technologies, JSC Uzbektelecom and foreign companies facilitated to set up the only training center in the Central Asia in the field of telecommunications to train specialist of the sector as well as specialists of the ministries and departments of other economy branches of the country.

The activity of JSC Uzbektelecom aimed at modernization and development of telecommunication networks, expansion of volumes and services' range, implementation of modern services, increase a role of telecommunications and information technologies in social and economic development.
