Alexei Tikhomirov has been the project coordinator of the UN project INT14X46 on organisation of the UN Global eGovernment Forum 2014(UNGEGF2014) since 2014.
Most of his professional carrier was made in the United Nations,where he recently worked as the Head of UN Project Office on Governance(Former UN CENTRE ON GOVERNANCE) from 2012 to 2013.
He has been a well known principal UN Professional and Expert on governance(including e-governance and smart governance), knowledge management and development Strategies with increasing levels of responsibilities. He joined the United Nations in 1989 and has been promoted from a first officer to a senior one and then to a principal officer occupying positions of a Chief of Asia and Transition economies unit /section , acting Chief of Knowledge Management Branch, Interregional Adviser at the Division of Public Administration and Development Management . He has provided technical advice to Heads of State and Government, Ministers, governors and mayors and other high level governmental officials in transition economies and developing countries. He designed, supervised and backstopped a whole range of international programmers including projects devoted to public programming, modeling and governance for sustainable development. In addition to his direct functions he served as a member of the Headquarters Contract Committee(2008-2011).
Prior to UN he graduated Economics Department of Moscow State University where he obtained his candidate/PHD and Doctor of
Science degree in Economics at Moscow State University. He was holding research and professorship positions at Moscow State University, made postdoctoral research in Massachusetts Institute of Technology, Maryland University and State University of New York. He was appointed as a Deputy Chairman of Mathematical Modeling for Economic Analysis, Deputy Dean of Economics Department of Moscow University.
In 1988 he founded and headed Economic Management Laboratory at Moscow University, appointed a member of the Expert Council of the Russian High Certification Commission.
Alexei Tikhomirov is a noted scientist in the field of public sector management, modeling of organizational structures and comprehensive networks, application of mathematical simulation and information technologies in intersectoral governance processes. In 1989 he founded a economic management laboratory at Moscow State University .He also acted as a vice president of Korean Association for Governance Innovations Program under Ministry of Security and Public Administration.
He has more than 90 publications. He was awarded a golden medal of the Russian Academy of Science. He has been an honorary professor of the International University in Moscow, honorary citizen of Trenton, NJ(USA); He is a holder of governmental medals of some CIS States, laureate and holder of other national and international awards and medals.
