A local government in Baimiaoxiang, Ba Zhou Qu, Bazhong, Sichuan has publicized its expenditure records down to the last penny. The government made a detailed report, including a RMB 1.5 (US$0.21) purchase of writing paper. Therefore, the township earned the title of “the first naked township government.” This is a move that has helped local government officials get rid of popular notions of corruption, which will lead to public confidence. A chief of the town’s Communist Party stated, “In order for power to operate in sunshine, financial expenditures must be made public.” If this ‘naked’ government works, it could spread around China.
