The Ministry of Environment will introduce a 'Green Card System' next year, in other words, practicing Green Life with an incentive program. Using public transport, purchasing green products, also tax exemptions to lower carbon vehicles and the existing tax for small cars.
On December 27th, the Ministry reported the policy report for 2011 to President Lee Myung-bak.
To offer a competing vision as "Green Power House Korea", the ministry is planning to promote three core strategies with 12 big ideas in order to achieve its vision. The main core strategies are taking action for climate change, pulling green growth, and combination of people, environment and market.
The greenhouse gas reduction policies will come into effect next year. The ministry will implement an efficient greenhouse gas reduction policy to achieve national greenhouse gas reduction up to 30% compared to emission estimates in 2020.
The ministry also will build the green consumption system. It is expanding green product certification products for expanding the size of the market to KRW 30 trillion by 2015. The system of Green Store, which are specialty stores for green products, will be reformed so that large stores will take an institutional autonomy path and the small shops will be supported by the government.
In addition, with the start of 800 units of electronic cars in 2011, the ministry plans to supply a million electric cars by 2020 and will introduce low-carbon systems with the adoption of a powerful incentive system.
It will also complete 79.4 of the Major Rivers Restoration Project by next year. As a part of this, it will establish a scientific quality management system for water management tentively.
Above this, it will develop and support the top environmental technologies such as advance water treatment and eco-smart water service technology, useful resources circulation for improving technology, and green car technology.
Also, it promotes the long-term environmental technology developmental project for the next 10 years and establishes an environmental R&D long-term roadmap in order to respond to future environmental demand.
