Master Plan for Creating a Low Carbon Green Model City

The Ministry of Environment and the Ministry of Land, Transport and Maritime Affairs announced a master plan for making the Gyeongpo region in Gangneung-si into a global low carbon green city.

With a view to make the Gyeongpo region in Gangneung-si, which was first designated as a low carbon green model city, into a global city for leading low carbon green growth, one trillion won will be invested and 29 projects will be conducted until 2020. Public projects such as building infrastructures will be carried out by the government and private investment will be attracted for securing self-sufficiency of the city and creating test-bed of green technology and industry.

The master plan adopted six key elements for the green city including eco-friendly land usage, green transportation, natural ecology, energy efficiency, water and resources circulation, green tourism and green life style.

The main goals of the master plan include the followings:

  • First, the city infrastructure will be changed into a low-carbon style by building Zed-Village and smart green city and U-city.
  • Second, green space for experiencing natural ecology will be created by making historical and cultural resources around the Gyeongpo Lake into the belt such as a green road.
  • Third, green cultural axis will be made, connecting Gyeongpocheon, Gyeongpoho and the East Sea and a vehicle-free road will be created around Gyeongpodae.

The Ministry of Environment expects that the project will create tourism profits and jobs; reduce greenhouse gases; and contribute to enhancing national competitiveness. In addition, energy consumption is expected to be reduced by 35.9% from BAU, new and renewable energy consumption will be increased by 9.3% than the entire energy consumption. Also, green space ratio will be increased to 60% from the current level, 43.5%.

The Ministry plans to expand the project into 16 cities and provinces after making institutional framework such as guidelines on a low carbon green city.
