SEOUL, KOREA - The Ministry of Knowledge Economy said on December 19 that the third-quarter labor productivity has deteriorated 1.8 percent to 104.0 from the same quarter a year ago. This is the second consecutive quarter in which productivity has worsened. Productivity is measured in terms of index which is set at 100 in 2008.

 

Although the labor input for the entire industry for the quarter has increased to 108.7, up 2.2 percent from the third quarter in 2011, the output stopped short of increasing 0.9 percent.

 

The industry with the highest decline in productivity was construction, with only 54.7, or down 14.1 percent from the same period last year. It was followed by furniture manufacturing (-12.0%), leather, bags, and shoes (-8.9%) and needlework, apparel, and fur (-8.4%).

 

The labor productivity in the manufacturing sector was 121.2, up 2 percent from the same quarter a year ago. For large corporations, it was 118.6 (1.7%). Small businesses saw their productivity fall 1.1 percent to 107.3.

노동생산성 더 악화…3분기 연속 하락

대내외적으로 경기가 위축되면서 지난 3분기 전체 산업 노동생산성이 3분기 연속 하락세를 기록했다. 
지식경제부는 3분기 전 산업 노동생산성지수가 지난해 같은 기간보다 1.8% 감소한 104.0으로 나타났다고 19일 발표했다. 지난 2분기(-1.2%)에 이어 하락세가 심화된 것. 노동생산성지수는 2008년도 실적을 기준(100)으로 해당 연도의 노동생산성을 나타낸 것이다. 3분기 전체 산업의 노동투입량은 작년 동기 대비 2.2% 늘어난 108.7이었지만 산업 생산(산출량)은 0.9% 증가하는 데 그쳐 113.1을 기록했다. 

생산성 하락이 가장 심한 산업은 건설업으로, 작년 같은 기간보다 14.1% 감소한 54.7이었다. 가구제조(-12.0%), 가죽·가방·신발(-8.9%), 봉제·의복·모피(-8.4%) 분야도 생산성이 지난해보다 많이 떨어졌다. 특히 자동차·트레일러(-2.7%), 기계·장비(-0.7%)는 마이너스로 전환했다. 음료품(7.1%) 금속가공(6.8%) 1차금속(6.7%) 분야 생산성은 눈에 띄게 높아졌다. 

제조업 노동생산성지수는 작년 동기 대비 2% 늘어난 121.2로 나타났다. 대기업은 1.7% 상승한 118.6, 중소기업은 1.1% 하락한 107.3을 각각 기록해 기업 규모에 따라 차이를 보였다. 

이처럼 노동생산성이 약화된 배경은 세계 경기 회복이 지연되고 내수 경기가 위축되면서 전체 산업 생산은 둔화된 반면 서비스업 중심으로 노동투입량이 증가했기 때문이다. 실제 서비스업 노동투입량은 지난해 같은 기간보다 3.2% 늘었지만 산업 생산은 1.7% 증가하는 데 그쳤다.
