SEOUL, KOREA - The Ministry of Knowledge Economy said on January 22 that it would change the way to subsidize renewable energy homes by setting a limit to the absolute amount.
For example, the government has provided any homeowner who plans to install a 3-kilowatt solar power generator the 10-million-won installation cost and additional 40-percent subsidies.
But from now it will give away a fixed amount for each capacity range. It will at the same time strengthen post-construction supervision and monitoring in order to prevent shoddy workmanship in renewable energy-related facilities. In addition, the government will make more detailed plans on its "1-Million Green Homes" initiative in terms of residence and building type and region.
A ministry official said, "The latest change in the way we provide subsidies was intended to minimize government intervention in the market while encouraging competition among building contractors."

지경부, 신재생에너지 보조금 과다지급 차단
지식경제부는 신·재생에너지 설비에 대한 과도한 보조금 지급을 막기위해 지원 기준을 설비 기준가격에 보조율을 적용하던 방식에서 용량별 정액제로 변경키로 했다고 22일 발표했다. 예컨대 한 가정이 3KW의 태양광 설비를 설치할 경우 기존에는 정부가 설비가격(1000만원)과 이에 대한 보조급 지급비율(40%)을 공고했지만, 앞으로는 정액 보조금을 정해 지급하기로 했다. 신·재생에너지 설비의 부실 시공을 막기 위해 사후 관리 및 모니터링을 강화할 계획이다. 또 그동안 추진했던 그린홈 100만호 사업도 주택지원, 건물지원, 지역지원 등으로 사업분야를 세분화하기로 했다. 지경부 관계자는 “보조금 지원방식 변경은 정부의 시장 개입을 최소화하고 설비 기업간 경쟁을 촉진하기 위한 것”이라며 “이달 안에 관련 규정을 개정·고시할 예정”이라고 말했다.
