Through the IT 21 Conference, KIPS plans to introduce the current technology situation, policy issues and promotional strategies regarding the three main ubiquitous fields - u-Infrastructure, u- Software and u- Application - which will lead Korea's future industries, according to Byun Jae-il, chairman of the KIPS. In line with this plan, KIPS invited representatives from the industrial, academic and research centers related to ubiquitous sectors both at home and abroad to the IT 21 Conference. They will discuss the current status of the new growth industries and development levels and have chances for indepth discussions at the international conference, said Byun, who is also a member of the National Assembly. 'We are exerting best efforts to help Korea maintain its u-Korea reputation and as the world leader in the ubiquitous area,' he said. 'Through the IT 21 Conference organized by KIPS, we hope that Korea will develop its ubiquitous-related technologies further,' said Byun. The industrial, academic and research circles can boost cooperation by developing ubiquitous-related technologies by successfully holding the international event. At the same time, the industrial sector could actively use the study results in the ubiquitous field and develop relevant technologies further. IT meeting can realize top-class academic society in Korea. The IT 21 Conference will provide the industrial, academic and research circles with good opportunities to achieve a topclass academic society in Korea, helping Korea attain its ambitious target of u- Korea. It will also spread information technology that could guide the nation's future and activate the domestic information technology sector. Through expansion of the application technologies in the ubiquitous field, Korea could bolster its international competitiveness as well. The IT 21 Conference will offer participants good opportunities to develop ubiquitous technology that leads our future and explore new markets in the ubiquitous area. Through exchange of information and discussions on ways to develop ubiquitous technologies in the future and achieve an advanced country with per capital national income of $20,000 at the meeting, we could seek the future direction toward u- Korea. The IT 21 Conference is designed to let Korean IT enterprises know about the changes of IT technologies and strengthen their international competitiveness. In particular, Korean IT companies can make accurate analyses of the information environment and acquire advanced information technology through the international event. In 1996, Nam Koong-suck, then chairman of KIPS, organized the 1st IT 21 Conference and since then the KIPS has successfully held the international event every year. The conference offers guidance on future directions in the IT field and stateof- the-art IT technologies to those engaged in the IT industry. Accordingly, the industrial, academic and research circles could enhance their desire to further develop IT technology and engage in in-depth study in the IT field. With the successful hosting of the past IT conferences, the nation's industries could accept advanced IT technologies and bolster their international competitiveness. The IT 21 Conference is also expected to provide Korea with a turning point for the development of the IT industry, especially in the mobile communication sector. Along with this, the international event will activate and develop the domestic information technology sector. Meanwhile, Korean IT companies are expected to bolster their international competitiveness through expanded supply of application technology in the information industrial sector. Particularly, the IT 21 Conference this time will place its emphasis on supply of new information technology, which has been regarded as the important thing for existence of enterprises. Through active exchange of information and discussions about information technologies necessary for the 21st century and desirable direction of the IT industry, Korean IT companies also can upgrade their international competitiveness. In addition, the KIPS plans to build a pool of experts in the IT field and extend helping hands to enterprises trying to employ IT experts in the future. Outline of the IT 21 Conference in Seoul On June 29, Byun Jae-il, lawmaker of the governing Uri Party and chairman of the KIPS, will deliver an opening address at the IT 21 Conference. Meanwhile, Minister of Information and Communication Roh Jun-hyong will deliver a congratulatory speech and Nam Joong-soo, CEO of KT, will make a keynote speech. Dr. Vinie Gupta of Sun Microsystems will make a lecture on the 'middleware as a shared services layer to enable u-computing' and Prof. Norman Sadeh of Carnegie- Mellon University, will speak on the ucampus. On June 30, Dr. Pracaystha of IBM T. J. Watson Research Lab. will deliver a lecture and a number of panelists will discuss such subjects as u-infrastructure, u-software and u-application. In the meantime, KIPS has mapped out the KIPS New Vision 201, which calls for developing the KIPS into the top-class academic society in Korea. Under the ambitious vision, the KIPS plans to increase its members to 30,000 and expand its reserve fund to 2 billion won, and organize the nation's top-class academic contest, as well as pushing for academic-industrial cooperation and globalization in the year 2010. KIPS pushes ahead with five action plans To achieve the targets, it has set the five action plans - the campaign to double the KIPS members and activate dormant members, academic contest with excellent journals, expansion of finance independence, construction of a sole academic-industrial cooperation academy in the IT sector, and active assistance for globalization. In order to develop the IT 21 conference into a top-class international academic forum, the KIPS has mapped out a business strategy based on five action plans. Under the strategy, the KIPS will redoubled its efforts to find out technology areas that have the great impact on society, seek study results having significant effects on the trade volume, and search favorable tasks to keep favorable relations with foreign countries. Along with this, the KIPS will seek technology sectors where the setup of an international technology education course is available, operate or attract profitable international academic forms, push for manpower brokerage service by creating a pool of experts armed with international technology, and secure a system to foster professional manpower for standardization of international technology. For strategic globalization, the KIPS has also established the following strategies: Improvement of domestic technologybased trade balance, maintenance of international cooperation through technology exchanges, PR assistance for the nation's growth engine projects, supports for information exchanges of domestic and foreign technology educators, activities for international technology standardization, operation of an international IT education center under the management of the KIPS, and construction of international information communication brain network. Strategies for development of KIPS As a means of developing the KIPS into the top-class academic society in Korea, KIPS will also make a strong push for the following strategies, Chairman Byun said. First of all, it will strengthen cooperation with information communicationrelated government agencies, groups and research centers, while bolstering the academic- industrial cooperation with IT-related enterprises. Secondly, it will attract and host advanced international academic forums, including APIS 2006 and ALPIT 2006. The KIPS will seek joint hosting of academic forums related to information communication and information processing with world-famous foreign academic institutions. Through agreements on mutual cooperation with the IEEE society of the U.S. and the IEICE society of Japan, the KIPS will bolster bilateral ties and activate personnel exchanges. The KIPS will also activate study groups and strengthen ties between the headquarters and branches through visits of KIPS chairmen's group to branches. It will also exert all-out efforts to improve quality of various journals and increase the number of academic papers. By completing the electronic paper system, called ACOMOS, it plans to provide paper providers with high quality service and shorten the paper-screening period. In keeping with the globalization era, the KIPS will secure enough budgets to continuously publish journals carrying papers written in English. General projects of KIPS In order to secure stable finances, the KIPS will make best efforts to increase the number of KIPS members and create a fund with membership fees of lifetime members and retirement allowances of KIPS staff. The KIPS is aiming at increasing the number of lifetime, regular and special members by more than 50, 1,000 and 10, respectively, while activating dormant members. At the same time, it will develop profit-creating models by holding short-term lecture courses or workshops. Related to this, it will establish a business committee to create profits. It will also construct a comprehensive information network, named the ACOMOS, for effective management of KIPS members, paper screening (electronics paper) and finance. By establishing the academic information system of the KIPS, it will provide the members of its society with high quality services. As a means of upgrading its services for KIPS members, it will persistently upgrade the society's homepage and send newsletter e-mail to its members every week. The KIPS has also mapped out a plan for informatization of the secretariat and improvement of welfare for its staff members. It will make best efforts to maximize business efficiency by conducting persistent education on informatization of the society's homepage and Internet, and foreign languages for its staff members. Along with this, it will upgrade PCs at the society and purchase new informatization equipment, including beam projectors and notebooks, to enhance business efficiency. It plans to implement an incentive system to maximize business efficiency through free competition and improve working conditions, while carrying out an annual salary payment system. To promote morale of its staff members, the KIPS will hold workshops for staff two times a year and implement a variety of welfare programs, including supports for hobby and leisure activities and operation of various holiday systems. At the same time, it will systematically manage various funds of the society by operating a finance committee and creating profit-generating models. Cooperation with foreign academic societies The KIPS will seek and augment cooperation with world-famous domestic and foreign academic societies by organizing joint academic forums and activating exchange of information and manpower.
