SEOUL, KOREA – Federation of Korean Industries published a report, ‘7 Signs of Korean Economic Exodus’ on the 4th, while the regulators are scrutinizing corporate communities and the legislature is actively seeking for enactment of economic democratization and corporate regulation. The report criticized the government for its inclination to raise corporate tax while the global community is racing to lower it and claimed that once the companies leave Korea away from excessive regulation do not intend to come back.
The report cited the World Economic Forum’s (WEF) announcement that the government regulation burden and the efficiency of regulatory improvement of Korea were ranked 144th and 96th out of 142 countries, respectively. The report also cited a FKI survey last year that found only one out of 164 Korean companies went abroad which wanted to return to Korea.
The report analyzed the cause of companies going abroad and avoiding come back to Korea to be the excessive regulation. It cited a number of cases in which Korean companies switched to overseas suppliers, because the revised act on subcontracting made it difficult to adjust the supply price when the burden increased due to the fluctuations of foreign exchange rates and raw material prices.
The report goes on to point out that the recent trend of weak Yen and rising production costs in Korea are encouraging the corporate community to expand production activities only in overseas points of production. Because of inflexible labor relationship, productive labor-management relationship cannot be expected and anti-corporate sentiment has only discouraged the entrepreneurs – the report also points out.
FKI saw that the corporate exodus has already begun – the direct foreign investment by Korean companies last year reached USD 23.6 billion, while the direct foreign investment by foreigners to Korea was only USD 5 billion.
전경련, 한국 떠나는 `경제 엑소더스` 경고
재계가 최근 기업 경영환경이 급속히 나빠지면서 우리 기업의 생산기지 해외 이전이 가속화하는 `경제 엑소더스`에 직면했다고 주장했다. 전국경제인연합회는 4일 `한국경제의 엑소더스가 우려되는 7가지 징후` 보고서를 발표했다.
이번 보고서는 정부 사정•감독기관의 연이은 기업 수사와 조사, 경제민주화 입법규제 움직임이 활발한 가운데 나왔다는 점에서 주목된다. 보고서는 최근 글로벌 법인세 인하경쟁 속에 한국만 증세하려 하고 있고, 과도한 기업 규제로 한 번 한국을 떠난 기업은 다시 돌아오지 않으려 하고 있다고 지적했다.
작년 세계경제포럼(WEF)이 발표한 우리나라 정부 규제 부담 및 규제개선 효율성은 총 142개국 중 각각 114위, 96위에 그쳤고 작년 전경련의 조사결과 해외에 진출한 기업 164개사 중 국내 U턴을 고려하는 기업은 1개사뿐이라고 밝혔다.
규제 부담이 해외로 한번 떠난 기업들을 국내로 다시 들어오기를 꺼리게 만든다는 분석이다. 환율변동과 원자재가 인상에도 불구하고 하도급법 개정으로 납품단가 탄력적 조정이 어려워져 해외로 거래 선을 바꾸는 사례도 늘고 있다고 설명했다.
최근 엔화가치의 하락과 국내의 높은 생산요소 비용도 기업의 해외생산 기지 확대를 부추기고 있다. 사회적 측면에서 경직적 노사관계로 인해 노사 간 협력을 기대할 수 없고, 반 기업 정서 확산으로 기업인의 사기가 많이 떨어진 점도 `엑소더스`에 한몫하고 있다는 지적이다.
전경련은 실제 기업들의 엑소더스가 이미 가시화되고 있다고 진단했다. 작년 국제수지에서 해외직접투자는 236억3000만달러인 데 반해 외국인 직접투자액은 50억달러에 불과했다.
전경련은 “우리 경제성장의 동인인 기업이 한국경제를 이탈할 경우 우리경제의 구조적 침하가 가속화하면서 저성장 구도가 더욱 심화될 수 있을 것”이라고 경고했다.
