The full-scale project is to be pushed ahead from the next year, based on the result of study.
A MOLIT person commented, “many kinds of data had been collected on real-time basis before, but it is the first time to collect and analyze the transportation card usage data. Outcome of the commissioned study to draw the big picture, will determine the course of how the collected data will be used.”

23일 업계에 따르면 국토교통부는 최근 `교통카드 이용 데이터의 공공성 확보 및 이용 활성화 방안 연구` 사업을 발주했다. 교통카드 이용 데이터를 국가 차원에서 효율적으로 수집•관리하는 한편 축적 데이터를 지속적으로 활용할 수 있는 통합관리체계 구축 방안을 마련한다는 목표다. 연구용역 결과를 바탕으로 내년부터 본격적인 사업이 추진될 전망이다.
국토부는 우선 데이터를 유형별로 분석한다. 교통카드 이용 데이터가 대중교통 흐름 등 공공재 성격의 정보는 물론이고 개인 위치•거래정보도 담고 있는 만큼 명확히 구분해 활용해야 한다는 생각이다. 국가나 지방자치단체가 공공목적을 위해 활용할 수 있는 `정책데이터`의 범위도 규명한다.
사업의 핵심은 데이터 통합관리체계 정립이다. 국토부는 전국 교통카드 데이터 수집•관리에 대한 표준화된 수집 매뉴얼을 마련한다. 사업자별로 카드 데이터 구조가 달라 총량 데이터 수집•분석 시 발생하는 문제를 해결하고 사업자 데이터 제공 부담을 해소하기 위한 조치다. 실제로 지난해 106개 지역을 대상으로 대중교통 현황을 조사한 결과 29개 지역 교통카드 데이터는 분석이 불가능한 것으로 나타났다.
교통카드 이용 데이터 관리•활용을 전담하는 기관 설립도 검토한다. 실시간으로 발생하는 데이터를 수집•축적하고 필요한 정보를 추출•가공할 수 있는 독립 서버와 전담 인력을 갖춘 `통합관리센터` 구축이 가능할 전망이다.
데이터 공공성 확보 및 이용 활성화 방안을 마련하는 한편 교통카드 전국 호환 추진 상황을 점검한다. 정부는 지난 2010년부터 3년에 걸쳐 전국 호환을 위한 장비 개선에 지자체와 매칭 방식으로 97억6000만원을 지원한 바 있다. 국토부는 이밖에 관련 사업 추진을 뒷받침하기 위한 법 개정과 다른 법과의 연계 방안 등을 검토한다.
국토부 관계자는 “데이터를 실시간으로 축적해 의미있는 정보를 도출하는 데 있어 교통카드 데이터는 독보적인 영역”이라며 “전문가 조언을 바탕으로 이번에 국토부가 큰 그림에서 사업을 제시한 것으로 연구용역 결과에 따라 실제 추진 내용은 달라질 수 있다”고 말했다.
