Seoul, Korea - The IT service companies are making big changes in their approach to the national defense IT market. As the revised Software Industry Promotion Act took effect, the large companies are turning to the weapons systems, and mid-sized companies are competing to win the defense system integration projects used to be dominated by the large ones.
According to the industry on the 7th, LG CNS has expanded its national defense business to the weapons systems, and SK C&C is focusing on to the battlefield management systems. The national defense SI market from which the major SI companies had to leave because of the revised Act, is now up for grabs by the mid-sized companies, such as LIG Systems and Hyundai BS&C.
LG CNS used to carry out system integration projects in all areas, including resources management and battlefield management. However, the company had shifted its focus to the weapons system development starting from this year.
SK C&C also is to focus on the battlefield management system implementation which includes the systems that manage various equipment and facilities, such as parameter surveillance system, combat training center, C41 project, etc.
The void in the defense SI market is to be filled by the mid-sized SI companies. LIG System is the most active one in its class. LIG System had recruited 10 experts in defense projects from LG CNS earlier this year and added 10 more to its defense project teams. LIG System is working together with LIG Nexone to take the SI part of the defense project LIG Nexone has carried out. Hyundai BS&C has also increased its staff in defense projects and started participating in the related RFP presentations.
Since the revision of Software Industry Promotion Act which placed an entrance barrier to the big SI companies in favor of small-and-mid-sized companies, the number of defense SI projects that large SI companies can participate has decreased significantly. Instead, the large companies are turning toward the weapons system projects, because they are not subject to the revised Act.
IT서비스업계, 국방IT 시장놓고 사업전략 재편
국방IT 시장 공략을 놓고 IT서비스 기업들의 전략이 급속도로 재편되고 있다. 개정 소프트웨어(SW)산업진흥법 시행으로 대형 기업들은 무기체계 등 방위산업 분야로, 과거 대형사가 수행하던 국방시스템통합(SI) 사업은 중견기업이 적극 공략하고 있다.
7일 관련업계에 따르면 LG CNS는 최근 무인헬기를 인수, 방위산업으로 사업을 확대하고 SK C&C는 과학훈련장 등 전장관리 체계 분야로 사업을 집중하고 있다. 자원관리 등 국방SI 시장에는 LIG시스템과 현대BS&C 등 중견 기업들이 새롭게 진출하고 있다.
LG CNS는 과거 자원·전장관리 등 전 분야의 국방SI 사업을 수행했다. 그러나 올해부터는 국방SI 사업보다는 무기체계 개발에 적극 나서고 있다. 한국항공우주연구원(KARI)이 수행하는 군용기 핵심 SW 개발 사업에도 참여하고 있다. 99억원을 투입, 소형항공기용 통합항법전자시스템을 국산화 하는 사업이다.
무인항공기 시장에도 진출했다. 무인헬기 개발·수출업체인 원신스카이텍을 인수, 임베디드 SW 기술과 비행제어, 자동항법 알고리즘 역량 기반으로 차세대 무인헬기 플랫폼을 개발한다. 장기적으로 항공 무기체계 SW개발을 중심으로 국방·항공 사업을 강화한다. LG CNS 관계자는 “앞으로 무기체계 개발에 적극 나설 것”이라며 “무인헬기 업체 인수도 이런 맥락에서 이뤄진 것”이라고 말했다.
SK C&C도 SI 사업보다는 각종 장비와 설비가 포함된 전장관리 체계 구축 사업을 주력한다. 경계과학화, 과학화훈련장, C4I 사업 등이 대상이다. SK C&C 관계자는 “기존 SI와 방산 사이에 있는 사업을 주로 수행할 계획”이라고 전했다.
기존 국방SI 시장은 중견업체들이 메운다. 가장 적극적인 기업은 LIG시스템이다. LIG시스템은 연초 LG CNS의 국방 인력 10명을 영입, 국방조직을 20명으로 확대했다. LIG시스템과 공조체계를 구축, LIG넥스원이 수행한 방위사업 중 SI 부분을 수행할 계획이다. 현대BS&C도 최근 국방사업 조직을 확대하고 사업제안에 나섰다.
IT서비스기업이 국방IT 사업 전략을 재편한 것은 개정 SW산업진흥법 시행 때문이다. 국방 분야가 대기업 참여 예외적용이라 하더라도, 심사에 통과해야 예외로 인정되기 때문에 대기업이 참여할 수 있는 국방SI 사업이 많이 줄었다. 대기업은 SI사업보다 부가가치가 높은 무기체계나 임베디드 SW사업으로 전환하는 이유다. 무기체계 사업은 개정 SW산업진흥법 적용을 받지 않는다는 것도 배경이다. 대기업 참여제한에 속하지 않는 IT서비스기업은 대외시장 확대 차원이다.
