SEOUL, KOREA – “Given the 700 MHz spectrum’s economic effects and consumer convenience, the 700 megahertz (MHz) spectrum should be allocated for wireless communications,” Anne Bouverot, Director General of GSMA (a global association of mobile industry players), told South Korean reporters at a press conference held in Seoul on Thursday.
“In response to an upsurge in data traffic, GSMA is conducting various studies on the future environment of frequencies. The 700~900㎒ spectrum can be called “golden frequencies” in that building up coverage in that spectrum is relatively easy. Thus, the 700MHz spectrum is ideal for the mobile industry that needs to ramp up coverage,” Anne Bouverot continued.
“If the world’s frequency use is not streamlined around the globe and each nation uses different frequencies, industries including the mobile phone industry cannot achieve economies of scale. Using the 700MHz spectrum for communications is a global trend,” Anne Bouverot mentioned.
Countries in Asia, including Japan, Taiwan, Singapore and India, allocated that spectrum for advanced mobile technology.

앤 부베로 GSMA 사무총장 "700㎒ 주파수 통신용 배정이 산업효과 크다"
한국을 방문 중인 앤 부베로 세계이동통신사업자협회(GSMA) 사무총장이 “700㎒ 주파수 대역은 경제효과나 소비자 편익 측면에서 이동통신용으로 배정해야 한다”고 말했다.
부베로 사무총장은 11일 서울 KT광화문지사에서 국내 기자들과 만나 “GSMA는 데이터 트래픽이 폭증하는 상황에서 미래의 주파수 환경에 대해 다양한 연구를 하고 있다”며 이같이 말했다.
그가 700㎒ 대역 통신용 배정을 주장하는 근거는 두 가지다. 첫 번째는 700㎒를 포함한 700~900㎒ 저주파 대역의 특성이다. 부베로 사무총장은 “700~900㎒ 대역은 도달 범위(커버리지)를 확충하기 쉽고 경제적인 `황금 주파수`로, 커버리지 확충이 필수인 모바일 산업에 사용하기에 가장 적합하다”고 말했다.
두 번째는 세계 각국의 주파수 배정 조화다. 그는 “주파수 대역이 세계적으로 조화되지 않고 나라별로 다른 주파수 대역 쓰면 휴대폰 제조사를 비롯한 생태계의 규모의 경제 실현이 어렵다”며 “700㎒ 대역을 통신용으로 사용하는 것은 세계적인 추세”라고 설명했다.
실제로 미국•유럽뿐만 아니라 일본•대만•싱가포르 등 아시아 주요국과 아프가니스탄•방글라데시•인도 등 아시아 개도국이 소속된 남아시아통신규제위원회(SATRC) 등은 최근 잇따라 700㎒ 대역의 통신용 할당을 공표하고, 일부 국가는 경매 절차를 진행 중이다. 부베로 사무총장은 “애플 아이폰이 특정 대역 롱텀에벌루션(LTE)만 지원해 소비자가 다른 나라에 갔을 때 불편을 겪었던 일이 반복돼선 안 된다”고 강조했다.
부베로 사무총장은 지난 9일 입국해 하성민 SK텔레콤 사장•이석채 KT 회장 등 GSMA 이사회 멤버인 통신사 CEO뿐만 아니라 신종균 삼성전자 IM담당 사장, 김상헌 NHN 대표, 이석우 카카오 대표 등 제조사•인터넷 사업자 대표와 윤종록 미래창조과학부 제2 차관 등 산업계•정부 인사를 두루 만나고 12일 출국한다.
한편 부베로 사무총장은 “이석우 카카오 대표를 내년 MWC 연설자로 공식 초청했다”고 밝혔다. 이에 대해 이 대표는 본지와의 전화통화에서 “일정 조율 중으로 강연을 확정한 것은 아니다”고 말했다.
