SEOUL, KOREA - On Monday, Ministry of Land, Infrastructure and Transport (MOLIT) issued a media release claiming that Seoul City Government, the shareholder of Korea Smartcard, is violating the law by denying the conversion of its system to the system national government implemented for the nationwide use. Seoul City Government countered MOLIT's media release by claiming that the law MOLIT has cited is a bad piece of legislation causing inconveniences to the majority of population. The antagonism between the two government institutions is expected to delay the nationwide implementation of single transportation card standard.
MOLIT has revised the Act on Promotion of Public Transportation and Its Use and started the preparation of nationwide transportation card system in 2008. However, Seoul City Government is claiming that the Act was revised toward a wrong direction. Jeongwook Chon, a Seoul City Government official in charge of transportation policy claimed, ""Seoul was the first to introduce the transportation card system in 1996, and for MOLIT to limit the use of T-Money in the name of nationwide standardization is outright wrong."" If Seoul gives up its transportation card infrastructure it has been operating since 1996 to comply with the national government's system, approximately 600 billion Won worth SOC investment will go down the drain.
Meanwhile, MOLIT has stated that the Ministry cannot accept a specific technology owned by a specific private company being designated as the national standard, because such decision will be giving preference to a private company.
The Ministry added that Seoul City Government who built its transportation card system with the support of national government to deny compliance with the national policy is in violation of Act on Management of Subsidies.

교통카드 전국호환을 위한 표준시스템 적용을 놓고 국토교통부와 서울시 갈등이 점입가경이다. 15일 국토부는 참고자료를 배포, 표준시스템 전환을 거부한 한국스마트카드 주주인 서울시가 위법행위를 하고 있다고 지적했다. 서울시도 설명자료를 배포, 국토부가 제시한 법률은 상당수 국민을 불편하게 만드는 악법이라고 반박했다. 국토부와 서울시의 전면 대립으로 교통카드 이용자들의 불편만 장기화 될 전망이다.
◇서울시 “먼저 도입한 티머니로”…국토부 “특혜 안 된다”
국토부와 서울시 갈등은 각기 다르게 사용 중인 교통카드 적용 기술을 표준화하면서부터 시작됐다. 국토부는 지난 2008년 `대중교통의 육성 및 이용 촉진에 관한 법률`을 개정, 97억원의 재정 지원으로 교통카드 전국호환 체계 마련에 착수했다. 그러나 티머니를 운영하는 한국스마트카드 대주주인 서울시가 전국호환 체계 마련에 반대하고 나섰다.
서울시는 교통카드 상당수 이용자들이 티머니를 사용하고 있기 때문에 이를 표준으로 정해야 한다고 주장했다. 전국호환 표준 적용으로 지난 1996년부터 공급하기 시작한 교통카드 단말기 등 인프라를 포기하면 6000억원의 사회적 손실이 발생하는 것도 반대 이유다.
반면에 국토부는 특정 기업이 운영하는 특정 기술을 전국 호환 표준으로 정하면 특혜가 되기 때문에 불가능하다는 입장을 밝혔다. 6000억원의 손실 근거도 명확하지 않다고 일축했다. 이후 국토부는 서울시를 제외한 한국철도공사, 이비카드, 유페이먼트, 한페이시스 등과 함께 새로운 전국호환 기술을 마련했다. 이를 적용한 전국호환 교통카드는 오는 11월 출시된다.
◇갈등 해결 어려울 듯…국민 불편 장기화
현재 국토부와 서울시 갈등은 좀처럼 해결되기 어려울 전망이다. 국토부는 서울시가 국가 지원을 받아 교통카드시스템을 구축했는데, 정부의 전국호환 지침을 따르지 않는 것은 `보조금 관리에 관한법률` 등 법률을 위반한 것이라고 밝혔다. 안석환 국토부 도시광역교통과장은 “서울시는 법을 위반한 만큼 그에 따른 제재를 받아야 한다”고 강조했다.
서울시는 국토부가 교통카드 정책을 잘못 마련해 다수 국민에게 불편을 주는 악법을 만들었다고 주장했다. 천정욱 서울시 교통정책과장은 “1996년 서울시가 가장 먼저 교통카드 제도를 도입했는데, 뒤 늦게 국토부가 교통카드 정책을 시행하면서 전국 표준화라는 명목으로 티머니 사용을 제한하는 것은 잘못된 정책”이라고 강조했다.
두 기관은 기존 방침을 수정하지는 않겠다는 입장이다. 국토부는 티머니를 완전 배제한 전국호환 교통카드 정책을 지속적으로 확대할 계획이다. 전국호환 교통카드에 티머니 단말기에서 사용 가능한 칩을 탑재, 국민 불편도 해소할 예정이다. 서울시는 현재 추진 중인 전국호환 교통카드 정책을 중단하고 지자체와 검증한 후 추진해야 한다는 입장이다. 전문가들은 두 기관 모두 국민의 입장에서 해법을 찾아야 한다고 입을 모은다.
