I am delighted to congratulate the Korea IT Times on its 3rd Anniversary. During this short period, the Korea IT Times has grown to become an essential source of IT information for both international and domestic companies from various fields. This demonstrates how important it is for companies to be aware of the endless opportunities that exist in the fields of information and telecommunications. With diverse and valuable information consistently being provided by Korea IT Times, such opportunities do not go unnoticed. The Korean IT Industry is certainly of one the major driving forces of the Korean economy. In 2005, the Organization for Economic Cooperation and Development (OECD) announced that over 92.7% of Korean households were wired to the Internet and currently, Korea is ranked 2nd in the world for broadband subscribers. These statistics alone show how important and advanced IT has become in Korea and with the support of the Korea IT Times, the Korean IT Industry will continue to strive. Now that the text of the KORUS FTA has successfully been signed by both Korea and the US, AMCHAM highly expects the agreement to have a positive impact on the Korean economy. We therefore forecast that the Korea IT Times will have a very long and successful lifespan, and so while we offer our congratulations on its 3rd Anniversary, we look forward to enjoying many more of its diverse articles and perspectives.

I sincerely congratulate the Korea IT Times on its third anniversary. The Korea IT Times which was founded in July 2004 as a professional media outlet to inform ever-changing domestic IT news to overseas has been reborn as a window through which the readers can see the nation's IT industry beyond its earlier stage. The Korea IT Times owes its present to various attempts to quickly convey more in-depth and substantial articles, and its attitude, in particular, to ceaselessly make efforts to keep up with the trends amid developing telecommunication technologies. What I want to stress is that the Korea IT Times should go on conveying stories vividly about the government's policies, industry tendencies and researches on new technologies in connection with the domestic IT industry, and the telecommunication technologies, so that it can spearhead the efforts to construct an IT power house leading the world. Once again I want to congratulate the third anniversary of The Korea IT times and I want to say words of encouragement.

On behalf of the EUCCK, I would like to congratulate the Korea IT Times on its third anniversary and wish you many more years of success. Since its launch, the magazine has carved a niche for itself as the only specialized magazine in English that gives useful insights into the booming Information and Communication Technologies (ICT) industry in Korea. It has become a must read for all foreign investors who want to keep themselves updated with the developments in this sector. It is no secret that the Korean ICT industry developed into a global industry from scratch in just two decades. Today the country is one of the world's most competitive telecoms markets and a genuinely technology-embracing culture. The achievement was made possible thanks to the new services that create demand, establishment of infrastructure that enables the provision of new services and enhanced manufacturing capabilities. ICT has played an integral part in developing Korea's economy over the past four decades and it only appropriate that we have a dedicated English magazine that tracks the developments in this field. As Korea becomes one of the most advanced info-tech markets in the world, policymakers and businesses are facing the challenge of keeping growth alive. The Korea IT Times has been playing an important role in tracking these challenges and providing valuable suggestions. The EUCCK would once again like to wish you on the third anniversary and hope you continue to keep us informed in a timely and credible manner.

South Korea is winning a worldwide reputation more than in anytime else in its history. The world is surprised at new technologies developed by South Koreans such as DMB, WiBro and HSPDA. South Korea was ranked the first in the digital opportunity index (DOI) by the UN's ITU for three consecutive years from 2005, proving that it is the world's leading digital powerhouse. All these are results of the government's information and communications policies and its will to implement them, and devoted efforts of companies and related organizations. The government's positive will to ease the information gaps, in particular, has supported such a performance. The nation's telecommunication industry, however, is expected to face another crisis due to pursuit and challenges by Japan and China. Many experts predict that the current blue ocean will be a red ocean after two or three years. For these reasons, the role of the Korea IT Times, the only English language IT monthly, which conveys news in connection with the overall IT industry to the nation and the world, will have more importance than ever. I am asking the Korea IT Times to function as the driving force for the nation's IT industry by offering right directions and making honest criticism just as it has done until now. As South Korea is becoming a mecca to relieve the global information gaps through the so-called digital hallyu, I hope the Korea IT Times also will have keener interest in easing the gaps among nations and positively support the efforts regarding the matter. I congratulate the third anniversary of the Korea IT Times and wish it to accomplish further development.

I want to send words of appreciation to the IT Times for making suggestions for the past three years about the direction of the nation's IT industry amid rapid changes of the domestic IT sector and having played a role of a driving force for development of the IT industry. As of now, South Korea is ranked the first in high-speed Internet subscriptions, the first in the digital opportunity index (DOI) for the third consecutive year, the fifth in e-government and the third in standards of the nation's informatization. The nation has achieved the world's top informatization winning high praises from the whole world. Such an achievement, however, hasn't been made in a day. It was possible because the government, academic world, companies and the press have prepared to establish the information society as early as 20 years ago. Korea could be one of the world's leading IT powerhouses because English language media like the Korea IT Times has informed the international community about the nation's performance. It is time for the nation to get ready for the soon-to-happen ubiquitous society after two decades. As a leader of the ubiquitous society with a higher degree of IT society, the National Information Society Agency will also prepare for the next two decades. The agency occupied the top position in evaluation of management of the state-funded organizations in 2006. If we prepare from now on based on such capacity and performance, the nation will be number one in the ubiquitous society as well. I hope the IT Times will set a milestone so that the nation's IT policies and industry can advance in a right direction and play a role of a monitor through sharp criticism and future-oriented advises. I expect the IT Times to be newly reborn as a media outlet conveying useful information and insight for not only those working in the IT industry but also the general public. I want to offer words of congratulation for your third anniversary once again. I wholeheartedly hope the Korea IT Times develops into one of leading media outlets in the 21st century which is loved and trusted by the readers and spearhead knowledge and information.

A journal specializing in an information technology is another essential kind of infrastructure in a ubiquitous era. In order to make our technology a global standard, we need to effectively spread and share information on our technologies and IT infrastructure all over the world. Through an expert column, the Korea IT Times is trying to introduce domestic standardization experts to the international IT industry. Also, through a cover story it gives information on Korean companies and Korean technologies, which can be an effective PR strategy for standardization effort. In this global era connected by Internet protocol, cooperation and harmony with other countries is very important. Through a country report the journal has provided us with various kinds of useful information on IT-related companies and technologies from every corner of the world, thus laying the foundation for international IT cooperation. An influential and specialized English journal is deserving of dozens of public relations ambassadors. As English is a universal language for global business, the English journal of Korea IT Times has played a critical role in spreading news and information on IT Korea all over the world. Although we have an excellent technology, information on the technology should be shared with other countries to make it a global standard. Also, negotiation ability and mastery of English language is essential to be a global leader. We hope that Korea IT Times, another essential kind of IT infrastructure of IT Korea, will continue to make sustainable growth, gaining reputation as an authoritative IT-specialized journal.
