SEOUL, KOREA - The amount of social insurance premiums in arrears during the first six months of the year has surpassed the 10-trillion-won threshold. It was largely because regional scheme subscribers consisting mostly of self-employed small business owners were unable to pay premiums. The National Health Insurance Service said on October 8 that the volume of overdue premiums for four insurance schemes including national pension, health insurance, unemployment insurance, and workers' compensation as of the end of July this year was 10,099.7 billion won.
The volume of premiums in arrears has climbed up from 8,372.4 billion won in 2011, 8,865.0 billion won in 2012, and 9,591.4 billion won in 2013. Of the four insurance schemes, national pension had the highest amount of unpaid premiums with 6,364.7 billion won. Of this, the share of regional scheme was 4,522.0 billion won (71.0%) while that for workplace scheme was 1,842.7 billion won (29.0%). As for health insurance scheme, the balance of premiums outstanding among regional scheme subscribers was 88.0 percent (2,119.7 billion won out of 2,410.1 billion won).
The insurance premium collection rate for all four schemes was 97.3 percent as of July this year, almost identical to that for last year's 97.4 percent. But the collection rate for regional scheme subscribers has fallen substantially. For example, the ratio for national pension's regional scheme subscribers was 70.9 percent, down 1.9 percentage points from 72.8 percent in 2012. As for healthcare insurance, the percentage was down 1.2 percentage point to 96.6 percent from 97.8 percent.
