HANOI, VIETNAM - The program "The promoting investment in Hoa Lac Hi-tech Park" was held from 11stto15thNovember, 2014 in Seoul, Korea. Leading the Delegation of the Vietnam is Dr. Tran Vietnam Thanh - Deputy Minister of Ministry of Science and Technology of Vietnam, Mr. Nguyen Trung Quynh - Deputy Head of the Management Board of Hoa Lac Hi-tech Park under the Ministry of Science and technology of Vietnam.
Korean partner in this promoting investment program include KOTRA, KIST and INNOBIZ Association. Scheduled, November 13th, the Delegation of Vietnam will visit and work at the office of KOTRA and KIST; November 14th, the conference "Promoting investment in Hoa Lac Hi-tech Park" will take place with the participation of about 50 high-tech enterprises of Korea; afternoon this day, the Delegation of Vietnam will visit and work at the headquarters of INNOBIZ Association. The investment promotion mission to Vietnam in this time in Korea promised to get cooperation from many high-tech enterprises in Korea. After the end of the trip, the Vietnam prepares to welcome good high-tech enterprises of Korea to the Hoa Lac Hi-tech Park to visit and invest.
Hoa Lac Hi-tech Park, one of the national prior projects of the Vietnamese Government, was established under Decision No. 198/1998 / QD-TTg dated October 12, 1998 with so much care and support from the State and Government of Vietnam. Spread over a total area of 1586 hectares, the Hoa Lac Hi-Tech Park was built in the model of national hi-tech research, development and application center; business incubators, high-tech human resources development; manufacturing and trading high-tech products. It has the following functional areas of: high-tech industry, research and development, software park, education and training, housing, office, high-tech services. The fields of high-technology are prioritized to attract investment here including: information technology, communications and software technologies; Biotechnology for agriculture, fisheries and health; Microelectronics technology, precision engineering, mechanical - electronic, optoelectronic and automation; Technology of new materials and nanotechnology; Environmentally sound technologies, new energy technologies ... and some other special industries.
Location: Hoa Lac Hi-tech Park has a strategic location. Sited at Km29, Thang Long Boulevard, Hanoi which is one of the most modern highways in Vietnam linking Hoa Lac High Tech Park with Hanoi center with travel time is about 20 minutes by car. In the near future there will be an urban high-speed rail along this highway. Hoa Lac Hi-Tech Park is just far from the Noi Bai international airport 42 km and 100 km from the Haiphong Port, near the new campus of Hanoi National University, the largest university nationwide including 13 differently affiliated universities.
Infrastructure: The existing infrastructure of Hoa Lac Hi-tech Park can satisfy the basic needs of investors. However, in order to develop modern infrastructure equal to the regional level and to meet the highest requirements of investors, the Hoa Lac Hi-Tech Park is being developed its infrastructure using the Japanese Government's ODA (about 500 million US dollars) in addition to the state budge. It is planned that the infrastructure here will be completed in 2018. By then, it is a modern hi-tech park with the best infrastructure and synchronization in the region.
Human resources: The FPT University in the Hoa Lac High Tech Park is specialized in training information technology with more than 3000 students currently enrolled. Besides, Hanoi University of Science and Technology (ODA investment by Asian Development Bank - ADB and the Government of France), University of Japan - Vietnam are in the process of implementing the investment procedures to come in to operation. Located opposite to the Hoa Lac High Tech Park, it is the Hanoi National University. It is expected that when completion of this new facility, Hanoi National University will welcome hundreds of thousands of students to there. In addition to high-quality human resources as above, the common human resources in Hoa Lac area and the surrounding ones are also very rich and diverse.
Investment Incentives Policy: When making the investment in Hoa Lac High-Tech Park, the investor will receive the highest tax incentives under the current provisions:
+ Value Added Tax and Import Tax
- Exemption from import duties for goods imported to create fixed assets.
- Import tax exemption for a period of 5 years for materials, supplies and semi-finished products which can not be produced domestically to serve production.
- Tax exemption for goods imported for direct use in scientific research and technological development.
- VAT exemption for equipment, machinery and special vehicles which are not produced domestically and is part of the fixed assets.
+ Corporate income tax: the investor can enjoy the highest tax rates: 0% for 04 years (since the first year which generate the taxable income), 5% for 09 years (next year during the Tax Free), 10% for the next 02 years of the project. The latter is 25%. 10% tax on the income of the business carried out activities in the field of social education, vocational training, health, culture, sports, and environment.
In addition, the Hoa Lac High Tech Park Management Board is submitting to the Prime Minister to approve the especially preferential regime for Hoa Lac High Tech Park. This decision is expected to be approved in 2015, by then the investors will enjoy the incentives higher than above.
On site customs procedures and one – stop administrative procedures are also a plus for Hoa Lac Hi-Tech Park which help create favorable conditions for the investors when making investment here.
Up to now the Hoa Lac Hi-tech Park Management Board granted investment licenses to 71 projects with a total registered capital of 2.5 billion US dollars, of which 28 projects have been put into operation.
