Accenture is a multinational management consulting, technology services and outsourcing company headquartered in Dublin, Republic of Ireland. Accenture forcasts IT (Information Technology) trend to be the future trend as “Accenture Technology Vision 2012" like the following 6 issues. This is to give some guides to company, government, and group etc., which could be applied to their fields over the next 3~5 years.

The 6 issues are 1) IT services according to people's preference and behavior patterns 2) IT based integration between society and company 3) The fusion of old and new data 4) Industrial data service 5) Agile IT for Cloud 6) The transition of the perspective about security

To explain the ingredients of 6 issues. The first issue is the personalization of IT services which is based on people's preferences and behavior patterns. It is possible to serve customized and tailored services according to people's tastes and behavior patterns, for companies can use more meaningful data with the help of the advanced data management technologies. Therefore, this could make the IT services more customer oriented and close to the needs of real world.

The second issue is the integration between society and company through the robust social network services(SNS) such as facebook and twitter, which is used as a new communication tool. This is used as a new marketing channel for companies to contact with their customers and extend their market share. As a result, it could be used as a new application of increasing revenue resources.

The third issue is the fusion of old and new data. For the fusion, it is necessary to have some technologies such as bridge technology to connect an existing data with new data, the accumulation and processing technology of large amounts of data (Hadoop and Cloud technology), data management and analysis technologies etc.

The fourth issue is the industrial data service. It is necessary to promote data sharing and mutual advantage over the organization between companies and to change the value of an existing data and guidelines which is in corporate and outside and to create the new value by doing them.

The fifth issue is an agile IT for Cloud. It is necessary the Cloud should not be regarded as an alternative and cost-saving manner but as an application manner for realization of innovation so that can response quickly to the business environment changes.

The last issue is the transition of the perspective about security. It is necessary to implement comprehensively not only Information Technology but also governance organizational response in the manner to identify the risks or response or defense.

From the analysis of 6 items, it can be concluded that the importance of data is increasing especially in e-Government system.

As I mentioned above it, nowadays Big data is arousing issue around the world. Big data is a loosely-defined term used to describe data sets so large and complex that they become awkward to work with using on-hand database management tools. To estimate or forcast of the future trend or phenomenon using a lot of Big data is more important in the next e-Government. Because we can extract more nutritious information from the large volume of data more than small data. Generally, the trend to larger data sets is due to the additional information derivable from analysis of a single large set of related data, as compared to separate smaller sets with the same total amount of data.

However, Big data is difficult to work with using relational databases and desktop statistics and visualization packages, requiring instead massively parallel software running on tens, hundreds, or even thousands of servers. So, in the next e-Government, it is necessary to develop about how to manage or deal with Big data such as implementation of Big data base, information retrieval from Big data, data mining, many inference strategies and emotional heuristic technologies. Because there may be a lot of data from the Government more and more, how to manage or deal with Big data is a critical key issue to be an advanced e-Government in the future. There are many types of data like text, audio, image, voice etc. in our society. So, for the personalized or human friendly services to be served it should be considered how to collect data, how to extract and make meaningful information from Big data.

Generally Big data has 3V characteristics, volume(amount of data), velocity(speed of data in and out), and variety(range of data types and sources). Gartner, and now much of the industry, continue to use this model for describing Big data. So, to have such characteristics and apply to many social field for Citizen are such an important thing especially in the next e-Government.

To be conclude, the above 6 issues would be useful and valuable to develop the next e-Government system. 

Young Im Cho has worked as a professor at Department of Computer Science of the University of Suwon since 2005. Prof. Cho has served as a chairman of University Industrial Technology Force and also a member of National Information Strategy Committee. For over seven years, she has held a director position at Korea Engineering Education Society. Prof. Cho completed graduate studies and a PhD in computer science at Korea University.
