SEOUL, KOREA – As the importance of open innovation grows, expectations of a new creative cooperation model with manufacturing powerhouse Germany has heightened.
This year marks the 50th anniversary of Korea’s dispatch of mining workers and nurses to Germany, which laid the foundation for Korea-Germany economic cooperation. Along with various events celebrating the 50th anniversary, calls for reshaping Korea-Germany relations into creative, cooperative ones are growing.
The two nations have something in common: the two economies have depended on their cutting-edge manufacturing as their future growth engines. Korea has emerged as a finished goods powerhouse backed by electronics and cars while Germany is the world’s No.1 in basic technologies such as cutting-edge materials and machinery.
As electronics, auto industries are evolving into concentrations of all the relevant technologies, bringing innovation to generic technologies is more urgent than ever before. That’s why Germany is considered as Korea’s optimum partner. The two nations have technologies that can complement each other.
Germany’s materials companies like BASF and Wacker have chosen Korea as their largest stronghold in Asia. Korean companies are vying to develop new technologies in collaboration with German R&D institutes like Fraunhofer.

한독, 미래 50년 창조적 협력 시대로 나가자
미래 시장을 선도하기 위해 글로벌 오픈 이노베이션의 중요성이 강조되면서 제조업 강국인 독일과의 창조적 협력 모델에 기대감이 커지고 있다. 올해는 특히 한독 경제협력의 물꼬를 튼 광부·간호사 파독(派獨) 50주년을 맞았다. 이달 1일을 시작으로 한국과 독일 곳곳에서는 이를 기념하는 다양한 행사가 열린다. 파독 50주년을 계기로 한국과 독일이 미래 50년 세계 시장을 함께 열어가는 창조적 협력 관계를 재정립하자는 목소리가 높다.
양국은 첨단 기술 제조업을 미래 성장 동력으로 삼고 있다는 점에서 공통적이다. 한국은 전자·자동차 등 완제품 산업에서 강국으로 떠올랐고, 독일은 첨단 소재·기계 등 기초 기술력에서 세계 최고 수준이다. 두 나라가 앞으로도 글로벌 시장을 주도하기 위해서는 혁신이 절실하다. 조금만 방심해도 순식간에 무너져 내릴 수 있다는 것은 노키아의 몰락으로 알 수 있다.
한국이 강한 전자·자동차 산업은 모든 관련 기술의 집약체로 발전하고 있다는 점에 주목해야 한다. 기반 기술의 혁신이 과거보다 더욱 절실해졌다. 퍼스트 무버로서의 전략을 펼쳐야 한다는 점도 그렇다. 제조업의 가장 밑단부터 혁신을 일굴 수 있는 파트너가 필요하다. 독일이 최적의 동반자로 언급되는 이유다.
세계는 저성장 국면으로 접어들기 시작했다. 기존 시장에서는 더 이상 성장을 꿈꿀 수 없다. 새로운 시장을 창출할 수 있는 혁신이 한국과 독일 모두에 필요한 시점이다. 양국이 미래 창조적 협력 관계를 정립해야 한다는 뜻이다. 두 국가는 서로에 보완점이 될 수 있는 기술을 갖고 있다.
이미 기업들은 움직이기 시작했다. 독일의 첨단 소재 기업들은 아시아 최대 거점을 한국으로 삼고 있다. 바스프와 바커 등이 대표적이다. 한국 기업들도 프라운호퍼 등 독일 연구기관과 공동 프로젝트를 진행하며 새로운 기술 발굴에 나서고 있다. 향후 전략적 협력 관계를 더욱 확대해야 한다는 것이 공통된 시각이다 .
독일 노르트라인 베스트팔렌 연방주의 페트라 바스너 경제개발공사 사장은 “한국과 독일이 서비스나 판매보다는 연구개발(R&D) 중심으로 제휴 범위를 넓혀가야 한다”고 말했다. 심영섭 산업연구원 선임연구위원도 “당장 서로 부족한 점을 보완하는 데서 출발해 협력 분야를 적극 발굴해야 한다”고 강조했다.
