Seoul, Korea - The two Koreas held a follow-up meeting on July 10 to discuss how to normalize the Gaesung Industrial Complex and how to prevent the stoppage of it from happening again in the future.But the two sides failed to narrow down their differences on the issue. The South requested the North to guarantee that the recurrence of the suspension should be prevented, while the North insisted that facilities and devices should be checked immediately and get the Complex restarted.
“The North should make a responsible statement about the damages faced by the companies in the Complex after it unilaterally stopped the operation of the plants there,” said the South when starting the 2nd round of talks.
And the government requested the North to come up with measures to guarantee the prevention of such a unilateral stoppage.
“The Complex should be a safe place where free business activities are secured. And foreign companies should be allowed to make investments so as to stabilize and improve the Complex,” added the government.
Meanwhile, the North said that anything that would hamper the normalization of the Complex should be avoided and facilities should be checked and repaired in order to reactivate the Complex as soon as possible.
정부 "개성공단 재발방지"…北 "조속 가동"
개성공단 사태의 재발방지책을 포함한 정상화 문제를 논의하기 위한 남북 당국 간 후속회담이 10일 열렸지만 양측은 팽팽히 맞섰다. 남측은 개성공단 중단 사태 재발방지 보장을 요구했으나 북측은 설비 점검과 정비를 조속히 끝내고 재가동에 들어가자고 주장했다.
정부는 이날 오전 개성공단 내 종합지원센터에서 개최된 제2차 남북 당국 간 실무회담 기조발언에서 “북한 측의 일방적인 공장 가동 중단조치로 입주기업이 겪은 피해에 북측의 책임 있는 입장 표명이 있어야 한다”고 밝혔다.
정부는 특히 북측에 “누가 보고 들어와도 이제는 더 이상 절대 일방적으로 통행과 통신을 차단하고 근로자를 철수시키는 일은 없겠구나 하고 인정할 수 있는 방안을 제시할 것”을 요구했다고 통일부 당국자가 전했다.
정부는 또 개성공단의 발전적 방향과 관련, “개성공단은 안전한 공단이 돼야 하며 자유로운 기업 활동이 보장돼야 한다”면서 “개성공단의 안정적 성장을 위해서는 외국기업도 투자하고 입주할 수 있도록 개성공단을 발전시켜 나가야 한다”는 방침을 밝혔다.
북측은 기조발언에서 6·15 공동선언, 우리민족끼리 등을 언급하며 개성공단 정상가동에 저촉되는 일체 행위를 중지할 것과 설비 점검 및 정비를 조속히 끝내고 재가동에 들어가도록 할 것을 주장했다.
회담 대표단과 별도로 123개 개성공단 입주기업 관계자도 시설 점검차 이날부터 이틀간 나눠 개성공단을 방문했다. 첫날에는 전기·전자업종 업체 59개사 관계자와 개성공단관리위원회, KT, 한국전력 등 유관기관 관계자 등 총 96명이 방문했다.
