Enhancements resulting from an e-gov fall into four major strands: improved efficiency and transparency, improved administration, improved government-to-business (G2B) and government-to-consumer (G2C) communication, and improved resource management.

Because electronic documentation has been standardized in administration, management, and finance, government efficiency of its administration has led to breakthroughs in efficiency and transparency. The government can now better manage its governmental financial activities through the Digital Budget and Accounting System or dBrain. All central administrative institutions have introduced streamlined system known as On-nara BPS to record all its decision-making procedures, opening them to public scrutiny. The system is used by 362,000 employees in 103 government institutions including central ministries. The system’s benefit includes a reduction of time spent in business processing by 3 hours and 5 minutes or half the previous time.

With the establishment of the Civil Service Portal, the era of civil service requests from home has occurred by the implementation of the integrated online civil service channels and by the enablement of notification, filing, and payment of taxes through the Internet. The program, known as Minwon24, has seen an increase of subscribers by 197% from 3.59 million in 2008 to 10.69 million in 2012, with the number of online certificate issuance also increasing by 260% from 10.95 million to 39.44 million. Various corporate activities are supported efficiently by means of a single window for businesses such as the One-stop Business Support Service, and G4B, with the online processing of logistics, customs, clearance, and trading. Business information services by G4B increased from 199 in 2005 to 4.069 in 2012, and the average monthly visitors also increased from 46,950 to 243,990 in the same period.

Citizens can now participate in government decision-making processes more easily through a single window known as e-People, connecting to all administrations to receive comprehensive civil services. This is a major plan for strengthening communication between government and the public in regards to policies. The channel is set to provide real-time public hearings and receive public opinions on issues. Administrative information can be requested and mined on e-Hanarominwon.

The Government Integrated Data Center (GIDC) manages all governmental information systems, improving its capability to respond to system errors and security threats. The effort is mean to increase the efficiency of information resource management. After the system was introduced, the duration of time effort decreased from 67 minutes to just 3.7 seconds by 2012. Enterprise Architecture or EA, a comprehensive information blueprint, enables design and systematic management of e-gov at the government level.
