Making ICT Lucrative in Ghana

The government of Ghana has pursued an agenda for positive change since 2000 which has succeeded in laying a firm foundation for steady economic growth.

The five priority areas chosen for development are infrastructural development, modernized agriculture, enhanced social services with emphasis on education and health, ICT development and good governance.

In today's world, there cannot be human Resources Development without the integration of information and communication technology at all levels of training and production. Information and Communication Technology (ICT) has become the bedrock for modern strategic planning and institutional development.

Ghana shares the same vision with other nations around the world in recognizing that ICT is a potential instrument for the acceleration of our development process. For this purpose government has put great emphasis on human resource development with ICT development as one of its top-most priority.

Government has prepared an ICT-led Socio Economic Policy Document and has also passed a National Communication Bill which will facilitate the smooth implementation of its policies using ICT for integrating the entire nation in education, business, health delivery and other social services.

In pursuit of the government's plan to expand ICT, the World Bank, Info Dev and MIGA have supported the establishment of the Kofi Annan ICT Centre of Excellence which is a Ghana/India project. It will produce the human capacity needed for the emerging ICT industry in Ghana and the subregion.

Government is also supporting ICT incubator projects owned by private companies in an effort to make Ghana an IT hub for the sub-region.

Government is also committed to establish and upgrade one tertiary institution in each of the country's 138 districts with adequate ICT facilities which will make distance learning programs possible.

Plans are also advanced to establish an ICT Park at the Free Zone enclave in Tema as Ghana has been selected by the United Nations for a project called the International Partnership of New and Emerging Technologies for Sustainable Development.

These projects will support industrial growth and technology development and promoting research and development by collaborating with universities and research institutions in the country.

Ghana has viable and competitive demographics and a stable political atmosphere which encourages implementation of good policies and the environment for investment.

Ghana is emerging as the preferred destination for Business Process Outsourcing (BPO).

A shining example of a profitable Korean investment in the ICT sector is I-Tel, a telecommunications company founded by a Korean using wireless technology with an initial investment of 200 million won.

In less than 2 years, it has acquired a reported monthly turnover of US$4 million and staff strength of 400.
